2010 GEORGE WARREN FULLER AWARDEE

George Warren Fuller Awards are presented annually by the American Water Works Association to the sections’ respective selected members for their distinguished service to the water supply field in commemoration of the sound engineering skill . . . the brilliant diplomatic talent . . . and the constructive leadership which characterized the life of George Warren Fuller.

George Warren Fuller was first of all a capable engineer, equipped with a mind that never closed a channel to new ideas. He was an inventive technician - first in the laboratory, later in engineering and design. He was a skilled negotiator, a public relations counsel who never called himself one, but who by such skill persuaded reluctant city officials that they were very wise to authorize sanitary improvements. He was a loyal citizen who found himself able and willing to render service to his country during World War I. He was uncannily able to give ear to the ideas and aspirations of younger men in the field and to inspire in them the spirit of leadership that he possessed. He believed in the organization of technical and professional men and devoted himself fully to the advancement of their associations and societies.

Paul KempThis year's award winner is Paul Kemp, Assistant General Manager for Compliance and Safety at the Guam Waterworks Authority, where he has worked since 2003. Prior to moving to Guam, Paul worked as the Senior Technical Support Engineer for BEI Hawaii.

Paul received his Bachelor of Science degree in Chemistry from Iowa State University and his Master of Science degree in Analytical Chemistry from Oregon State. He then served as a Graduate Teaching Fellow at the University of Hawaii at Manoa where he conducted research and taught general and analytical chemistry classes.

Paul's involvement in and leadership with the Hawaii Section has been extensive. He joined AWWA in 1990 and served actively in the Hawaii Section from 1995 and continued even after his move to Guam in 2003. He served as Board Trustee (1995 - 1999), Vice-Chair (2000), and Chair (2001) and also led the Historian/National Monument, Standard Practices, and Nominating Committees. Paul won the Section Special Recognition Award in 1998 and the Section Outstanding Member Award in 1999.

One of his most unique and lasting contributions was the development of the Hawaii Section website, where he served as webmaster for a number of years.

With this award, we thank Paul for his sustained and substantial serice to the Hawaii Section and water industry, which was often provided through great personal sacrifice. You can click here or on the thumbnail imageabove to see Paul after receiving the award at the ACE Confernence in Chicago.
